R E G U L A M E N T O

1. Natureza e âmbito do salão

O 5° Salão Internacional de Humor da Amazônia- Ecologia no Traço pretende
inserir-se no calendário de eventos de humor do Brasil e do mundo, com o
objetivo de estimular e divulgar a produção dos humoristas gráficos. É
importante que este salão de humor seja uma tribuna gráfica para mostrar o
talento e a crítica de todos os cartunistas preocupados com os problemas
ecológicos que afligem o nosso planeta, particularmente a Amazônia.

2. Prazos

O 5° Salão Internacional de Humor da Amazônia – Ecologia no traço será
realizado no período de 26 de abril a 05 de maio de 2013, no Hangar – Centro
de Convenções da Amazônia, Belém- Pará-Brasil, dentro da programação da
XVII Feira Pan Amazônica do Livro, e participará também da itinerância da
Feira do Livro no interior do Estado do Pará, obedecendo aos seguintes prazos:

a) Período de inscrições: 04 de março a 04 de abril de 2013;

b) Seleção dos trabalhos: 06 de abril de 2013;

c) Divulgação dos selecionados: 08 de abril de 2013;

d) Abertura e Premiação do Salão: 26 de abril de 2013;

e) Encerramento do Salão (Belém-Pará): 05 de maio de 2013;

3. Modalidades e Seleção

Tema A: Ecologia (Obrigatório) - Nesta categoria consideram-se todos os
cartuns inéditos que versem sobre os problemas ecológicos e que não tenham
sido premiados em outros eventos. Serão selecionados 70 trabalhos.

Tema B: Livre - Nesta categoria consideram-se todos os cartuns inéditos
sobre qualquer tema e que não tenham sido premiados em outros eventos.
Serão selecionados 50 trabalhos.
Tema C: Caricatura - Nesta categoria consideram-se todas as caricaturas
inéditas de qualquer personalidade reconhecida e que não tenham sido
premiados em outros eventos. Serão selecionados 40 trabalhos.

4. Para participar

a) Podem participar artistas e realizadores de qualquer nacionalidade;

b) Cartuns e Caricaturas:
Serão aceitos trabalhos digitalizados ou elaborados em computador, 300 dpi,
formato A3 ou 30 x 40 cm, modo RGB, jpg (qualidade alta ou média)
obedecendo ao limite máximo de 1,0 MB, só serão aceitas obras inéditas, que
não tenham participado de outros salões ou festivais;


d) Preencher a ficha de inscrição com todos os dados do participante: nome
completo, nome artístico, endereço completo com CEP, fones, email, RG, CPF,
dados bancários, títulos das obras, ano de produção, anexar juntamente com as
obras e enviar para o email: humorecologico@gmail.com

c) Cada participante poderá submeter ao concurso 02 (dois) trabalhos por
modalidades:
1- Tema A: Ecologia;
2- Tema B: Livre;
3- Tema C: Caricatura;

d) Para submeter obras/cartuns com o Tema B: Livre é obrigatório o
participante inscrever obras/cartuns no Tema A: Ecologia;

e) É vedada a inscrição de cartuns e/ou caricaturas selecionadas nas edições
anteriores do Salão de Humor da Amazônia ou em outros Festivais e que não
sejam inéditas;

f) As obras referentes aos Temas A, B e C descritos no item 3 devem ser
anexadas e enviadas juntamente com a ficha de inscrição preenchida até o dia
04 de abril de 2013, às 23h59 (horário de Brasília);
5. A comissão julgadora

a) A organização do 5° Salão de Humor da Amazônia constituirá uma Comissão
de Pré-seleção que indicará os trabalhos que integrarão as exposições.


b) A Comissão Julgadora será constituída por cinco membros de notória
competência;

c) O presidente da Comissão Julgadora será um artista convidado
especialmente para este fim;

d) À Comissão Julgadora compete a atribuição dos prêmios e menções
honrosas;

f) As decisões da Comissão Julgadora e da Comissão de Pré-seleção serão
soberanas e irrecorríveis;


6. Obras e originais

a) Não serão devolvidas as obras enviadas para seleção e passarão a fazer parte
do acervo do Salão de Humor da Amazônia;

b) A Central de Produção – Cinema e Vídeo na Amazônia realizadora do projeto
se reserva o direito de utilizar qualquer trabalho inscrito, em qualquer tempo,
para fins de divulgação do evento e/ou na realização da itinerância do projeto
por estados e municípios brasileiros.

c) Nenhuma obra será colocada à venda ou utilizada para fins comerciais;

d) Ao enviar a sua ficha inscrição e obra (s) o participante aceita e concorda
automaticamente com todo o regulamento do concurso;


8. Direitos do autor

a) O ato de inscrição de uma obra implica automaticamente a cessão dos
respectivos direitos de reprodução para fins não comerciais;

terms and conditions:

-The competition is open to all amateur and professional cartoonists.

-Each artist can submit up to 6 works.( In each section)

-There is no limit on the techniques you can use.

-Artworks must not be larger than A3 paper.

-Artworks format must be “JPG” with 300 DPI resolution and the size of each artwork must not exceed more than 2 megabytes.

-Selected artworks will be included in the festival catalog.

CONVOCATORIA:

A los humoristas gráficos del mundo se les convoca a defender la razón de los pueblos por otra comunicación. Cuando el presente y el futuro del planeta están en juego frente al orden hegemónico imperial que oprime y distancia a los seres humanos, que impone el signo del mercado a nuestras vidas y que niega la comunicación veraz, hacemos un llamado a borrar fronteras entre los caricaturistas, a defender la validez del humorismo gráfico en el mejoramiento de nuestras sociedades, a defender la vida de los periodistas y trabajadores de la prensa en general, a luchar por medios de comunicación contrarios a intereses imperiales e identitarios de nuestras naciones , a utilizar también la tecnología en la construcción de un mundo superior.

Del concurso de Humor Gráfico

La participación en el encuentro está abierta a todos los humoristas gráficos del mundo que pueden concursar con tema libre, en las siguientes categorías:

. Historieta Humorística

Se aceptarán originales u obras procesadas digitalmente (impresas y con la firma del autor) realizadas en cualquier técnica con un formato máximo de 30 x 40 cm.

Se conferirá el Premio on line Tomy en recuerdo del querido caricaturista Tomás Rodríguez Zayas bajo el lema: Mentiras sobre Cuba. El Premio se otorgará a la obra que mejor exprese la manipulación mediática de la realidad cubana, entre las que se halla el caso de Gerardo Hernández Nordelo, un caricaturista cubano preso junto a otros compatriotas en cárceles norteamericanas por luchar
contra el terrorismo en los Estados Unidos donde connotados terroristas y asesinos se pasean libremente. Gerardo por defender a su pueblo enfrenta la absurda condena, de dos cadenas perpetuas más 15 años de prisión.

De los jurados

Una selección de las obras presentadas, a juicio de un jurado de admisión especializado, se expondrá en el XVIII Salón Internacional de Humorismo Gráfico en San Antonio de los Baños.

Un jurado internacional, integrado por prestigiosas figuras del humor gráfico, otorgará los premios.

De los premios

. Premio Eduardo Abela, máximo galardón del concurso se entrega en homenaje al destacado caricaturista cubano (1889-1965), consistente en Diploma y 1000 CUC.

. Primero, segundo y tercer premios en cada categoría, consistente en diploma.

- Premio on line Tomy consistente en diploma y una reproducción de una obra del autor.

. Como ya es tradición diversas instituciones culturales y sociales cubanas se integran al concurso y entregan premios.

Encuentros de humoristas

Del 31 de marzo al 3 de abril tendrán lugar exposiciones y talleres en San Antonio de los Baños y en La Habana, a fin de que los participantes puedan intercambiar experiencias, dar a conocer su obra y reflexionar sobre el papel del humor en el siglo XXI.

CONDITIONS OF ENTRY
1.This International Competition and Exhibit recognizes the highest contemporary achievements of humour and satire in the following CATEGORIES, each to have its own exhibition area:

- PHOTOGRAPHS
2.SUBJECT MATTER: FREE of choice, however, interpreted by the means of the comic.
3.ORGANIZERS:
Museum HOUSE OF HUMOUR AND SATIRE, Gabrovo Municipality, the Ministry of Culture and the Ministry of Health of the Republic of Bulgaria; the Organizing Committee is chaired by the Mayor of Gabrovo.
4.OPENING

The selected works will be on show at the Museum from 18 May until 30 September, 2013.
5.JURY
A jury of professional artists and former Biennial winners selects the works and awards the prizes. The decisions of the jury are final and there is no appeal.
6.PRIZES
* GRAND PRIX – the GOLDEN AESOP statuette, 2 000 BGN, a certificate and an invitation to hold a solo show at Biennial 2015;
* PRIZE of the town of GABROVO – the GASCAR statuette, 1 500 BGN and a certificate;
* Prizes (six) of the Ministry of Culture of the Republic of Bulgaria – 1 000 BGN each and a certificate in each category;
* Prize of the Museum HOUSE OF HUMOUR AND SATIRE – The World Lasts Because It Laughs plaque, a substantial prize to the value of 400 BGN and a certificate;
* Prize of Rotary Club-Gabrovo – Gabrovo suitcase and a 'visa' for the world over, 100 € pocket money and a certificate;
* Young Talent Prize of LIONS CLUB-Gabrovo – 500 BGN and a certificate.

* Prize for SCULPTURE awarded by Skalni Materiali JS Co-Rousse – 2 000 BGN and a certificate;
* Prize for SCULPTURE awarded to a young sculptor (up to 35 yrs.) by Skalni Materiali JS Co-Rousse – 1 000 BGN and a certificate;
* Prize for the funniest PHOTOGRAPH awarded by Photographic Systems, Ltd. – a professional Lowepro photo backpack and a certificate;
* Prize for Best POSTER supporting the fight against smoking awarded by Coalition for Life without Tobacco Smoke – 500 BGN, printing of the poster and a certificate.
The prize winning works remain in the Humour of the Peoples art collection of the Museum HOUSE OF HUMOUR AND SATIRE. The latter reserves the right to extend personal invitations to the prize winners to attend the prize-awarding ceremony. The cash prizes in BGN (Bulgarian Leva) are subject to taxation in conformity with Bulgarian law. The prizes can be received no later than December 31, 2013.
GENERAL ENTRY RULES
1. ELIGIBILITY
The competition is open to all artists who accept the conditions of entry. The working languages are Bulgarian and English. In case of disagreement on the interpretation of the text, the Bulgarian text is the valid one.

The conditions of entry (in Bulgarian, English, German, French and Russian), the jury members and the recognition of the entries received, selected and awarded can be viewed at.
3. All art works should be originals signed by the entrants and entrants' property. Works submitted by e-mail or awarded before will NOT be accepted. Any technique is acceptable.
4. MAXIMUM SIZES
- CARTOONS A4 (29,7 x 21 cm)
- GRAPHICS & DRAWINGS 70 x 100 cm
- PAINTINGS 150 x 150 cm
- SCULPTURE 80 cm maximum height and 20 kg maximum weight
- POSTERS 70 x 100 cm
- PHOTOGRAPHS 30 x 40 cm
5. Each artist may submit no more than 2 entries for each category; the cartoons should be “without words”; the sculptures should be made of durable material.
6. The artist's name, title of the work, year of creation, technique, size (and the weight for sculptures), value and category type should be printed on the back of each entry. Each work should be accompanied by an entry form completed in capital block letters. Works without a duly filled-in entry form will not be considered by the jury.
7. Unless indicated otherwise, all entries submitted will be considered donations to the Humour of the Peoples collection at the Museum HOUSE OF HUMOUR AND SATIRE; therefore, artists are requested to complete and sign the Certificate of Donation on the entry form. The organizers greatly appreciate these donations which will significantly enhance the international collections to be enjoyed by all. The donors' names will be listed on the homepage of the Museum HOUSE OF HUMOUR AND SATIRE; the donated works will be shown in future exhibitions both in Bulgaria and abroad.
8. Artists who explicitly indicate TO BE RETURNED on the entry form can collect their works in person at the Museum HOUSE OF HUMOUR AND SATIRE from 1st October until 30th November, 2013 or will have their works returned at their expense by post or express services by 30th November, 2013 to an address indicated by them. The Museum HOUSE OF HUMOUR AND SATIRE bears no responsibility for the storage of the works unclaimed until 30th November, 2013.
9. All entries should be sent by post or express services as printed matter with PRINTED MATTER and NO COMMERCIAL VALUE noted on the package.
10. Artists should cover the transport costs franco Gabrovo. The organizers will not collect packages sent franco other des tinations. All customs dues and landing charges payable upon the receipt and the return of the works should be covered by the artists who will be personally notified of the exact amount.
11. The Museum HOUSE OF HUMOUR AND SATIRE guarantees the safety of the works from the date of receipt to the date of return. No responsibility is assumed for damage or loss during transit. It is recommended that the works should be insured in advance.
12. The Museum HOUSE OF HUMOUR AND SATIRE reserves the right to reproduce the works on display and have them printed in its publications and other publicity materials.
13. The Museum HOUSE OF HUMOUR AND SATIRE publishes an art catalogue of the exhibition. Only artists with selected works are entitled to a free copy. The catalogue is available at the museum gift shop.
14. The organizers guarantee that the artists' personal data will be processed as it is stipulated in the Personal Data Protection Act in force in the Republic of Bulgaria now.
15. The conditions of entry are contractually binding. By submitting works to the Biennial Exhibition artists agree to the terms of this contract.
ALL ENTRANTS ARE KINDLY INVITED TO VISIT GABROVO ON 18th MAY, 2013 AND ATTEND THE OPENING AND PRIZE-AWARDING CEREMONIES OF THE 21st INTERNATIONAL BIENNIAL OF HUMOUR AND SATIRE IN THE ARTS, AS WELL AS ENJOY THE HUMOUR CARNIVAL IN TOWN.
